1200 UTC Newscast for October 25, 2016

From Washington, this is VOA News. I’m Frances Alonzo reporting. The Islamic State has claimed responsibility for a suicide attack that targeted a police training center in Pakistan, killing at least 60 recruits and wounding more than 120 others. The assault began just before midnight on Monday, with three assailants entering the hostel for recruits inside the complex and spraying occupants with bullets. This is provincial government spokesman Anwar ul-Haq Kaka. “They were all unarmed trainees, who were normally, at that time of the night, were either retiring to their beds or engaged with their smartphones or other phones in their private, leisure time. So it took them by surprise.” On Tuesday, the Islamic State released pictures of the three attackers, with machine guns and explosives strapped to their bodies. Two women and two men were killed at a theme park on Australia's popular Gold Coast, according to police Tuesday.   This is Queensland police spokesman Todd Reid. “One of the rides had sustained some sort of malfunction, causing two people to be ejected from a ride, and another two people were caught inside the ride, two miles into three miles…” The ride is called Thunder River Rapids, and it happened at the Dreamworld Park. Workers are set to begin demolishing the notorious Calais "Jungle" camp Tuesday. It comes as a second batch of migrants boarded buses under a massive operation to clear the settlement. Britain's government Tuesday backed plans to build a new runway at London's Heathrow Airport. A government statement says it's "a major boost for the UK economy..." Robot Helps Sick Children Feel Less Lonely

A small robot may help children who are recovering from a long-term illnesses in the hospital or at home. These children may feel isolated from their friends and classmates. The robot takes their place at school. Through the robot, the children can hear their teachers and friends. They also can take part in class from wherever they are recovering. Anyone who has had a long-term illness knows that recovering at home can be lonely. This is can be especially true of children. They may feel left out. Now, these children may have a high-tech friend to help feel less alone. That friend is a robot. The robot is called AV1. AV1 goes to school for a child who is homebound while recovering from a long-term illness. And the child’s school friends must help. They carry the robot between classes and place the robot on the child’s desk. A Norwegian company called No Isolation created the robot. The co-founders of No Isolation are Karen Dolva and Marius Aabel. Dolva explains how the robot how AV1 works. She says from home, the child uses a tablet or phone to start the robot. Then they use the same device to control the robot’s movements. At school, the robot becomes the eyes, ears and voice of the child. "So, it sits at the child's desk in the classroom and the child uses a tablet or a phone to start it, control its movement with touch, and talk through it. So it's the eyes and the ears and the voice at school." The student can take part in classroom activities from wherever they are recovering – whether at home or from a hospital bed. The robot is equipped with speakers, microphones and cameras that makes communicating easy. Again, here is Dolva. "It has speakers and microphones and cameras, and when the child speaks at home or in the hospital to his iPad it just comes out." The avatar was designed to be tough. It is water resistant and can take a fall from a desk without damage. Inside AV1 is a small computer connected to a 4G network. A small camera hooked up to a small computer could do the job. But that would not be the same. AV1 is large and looks like a human for a reason. Dolva says this is important because the robot is supposed to be a friend to the children. "(It) can't be just a tiny camera because the other kids can't pick it up and take it with them. This is supposed to be their friend." And robots are, quite simply, cool. The robot just became available to the public. Hopefully AV1 will help some children feel less lonely while they are absent from class. Telecommunications Deal Gets Attention of US Lawmakers, Candidates

The United States Senate plans to hold hearings next month on a plan to join two of the country’s largest media companies. Senators want to hold hearings on AT&T’s proposal to buy Time Warner for more than $85 billion in cash and stock shares. AT&T has been one of the world’s leading companies in developing technology. Its roots go back to the invention of the telephone in the 19th century. Today, AT&T provides phone, television and internet services to Americans through the businesses it owns. Time Warner is a major communications and entertainment company. It provides cable television services, cable stations and a film studio. The proposed deal raises concerns that the combined company will control too much of the American media industry. Federal and state governments have antitrust laws to guarantee competition and limit a company’s control of an industry or market. Senators Mike Lee of Utah and Amy Klobuchar of Minnesota are members of the Senate antitrust committee. They say the deal would potentially raise antitrust issues. The senators say they have “carefully examined consolidation in the cable and video content industries to ensure that it does not harm consumers.” The two lawmakers are from opposing political parties. Lee belongs to the Republican Party, while Klobuchar is a Democrat. Presidential candidates unsure of deal The business deal would be the biggest in the world this year, according to the Reuters news agency. The deal is already a campaign issue. A spokesman for Democratic presidential candidate Hillary Clinton said there are many questions and concerns about the proposal. He said more information is needed. Her Republican opponent, Donald Trump, said Saturday he would block the deal if elected. “It’s too much concentration of power in the hands of too few,” said Trump. The U.S. Justice Department decides whether the federal government should use block a business deal joining major businesses within an industry. AT&T is the second-largest wireless phone service company in the U.S. At the time the deal was announced, AT&T was offering more than the market price for shares of Time Warner stock. Shareholders were being offered a payment one-third higher than the market price. Time Warner owns broadcaster CNN, cable channel HBO and Warner Brothers movie studio. The heads of both companies have praised the deal. In a statement, AT&T Chairman and Chief Executive Officer Randall Stephens said, “The new company would deliver what customers want.” AT&T said the combined company will save money while expanding the reach of its services. Jeff Bewkes, Time Warner’s chief, said combining with AT&T would speed up the company’s ability to provide information to its consumers. He added that it would create more chances to meet the growing demand for video. The board of directors of both companies have already approved the deal. Shareholders of Time Warner will be asked to vote on the offer for their stock. I’m Mario Ritter.   Kenneth Schwartz reported this story for VOANews.com. Female Genital Mutilation Continues in Somali-American Community

The United Nations estimates that 200 million girls and women in more than 30 countries are victims of female genital mutilation (FGM). U.N. officials say Somalia has the highest rate of any country. About 98 percent of its girls and women between the ages of 15 and 49 are reported to be living with the effects of FGM. Female genital mutilation is the cutting and partial or total removal of external female genital organs for non-medical reasons. The procedure is illegal in the United States. Many refugees from Somalia now live in the American state of Minnesota. Some of the women had FGM performed on them when they were young girls in Somalia. They live with the pain as adults. Minnesota has a high rate of FGM. Some Somali-American girls are being victimized in secret operations. Fifty-five-year-old Fadumo Afi is a mother of seven. She told VOA she has medical problems because of FGM. She remembers how FGM was performed on her and a friend with an unclean instrument. “We were a pair of young girls as young as six years old. It was so harmful to us because we did not even have anesthesia after the FGM. We were living in the areas where medication wasn’t possible [available]. We couldn't even pee.”  Fartun Weli is another victim of the treatment. She founded Isuroon, a non-profit organization that works to stop FGM. It also helps people deal with some of the life-threatening conditions it causes. Weli was the victim of the most dangerous kind of FGM, known as Type III. She still suffers from emotional and medical problems and is unable to have children. “Well, the complication is hard. You, you have a problem with sexual issues. You have a problem [when you are] going to see the doctor so when they’re doing the pelvic exams it really, really hurts.” Sheikh Hassan Jami’i is a Muslim religious leader in the city of Minneapolis. He says FGM is a tradition that is not a part of Islam. “All scholars of Islam agree that FGM is totally prohibited. And that’s why I’m proud as a father of four daughters (that I have) never practiced this FGM. And it’s harmful. In Islam there is a principle that says ‘whatever is harmful it’s prohibited.’”  Khalid Mohammed, a Somali-American, agrees. He told VOA he has, in his words, “sisters who have suffered from FGM and because of the trauma and problems they have gone through, I see it as something too bad. Their menstrual cramps last longer and they experience more pain and can’t even afford to do their daily work.” Dr. Ahmed Roble operates a medical center in St. Paul, Minnesota. He cares for many victims of FGM. He says young girls and even newborns are victims of the treatment. Roble finds that many families want FGM performed on their girls when they are five or six years old. He said woman who are victims of FGM often suffer during childbirth. “Because of the scars, they are not as elastic, and stretching is difficult,” he said. Because the vaginal opening is smaller, the mother must get more stitches to close it after childbirth. The World Health Organization says FGM is performed for different reasons from one area to another. These reasons include trying to ensure that women do not have sexual relations before marriage and that they do not have sex with men other than their husband. Some men believe FGM reduces a woman’s sexual desire. They say this helps her resist the desire to have sex with other men and increases her appeal. The WHO also notes that there are “cultural ideals of femininity and modesty, which include the notion that girls are clean and beautiful after removal of body parts that are considered unclean, unfeminine or male.”  The Hennepin County Medical Center is a trauma center in Minneapolis. It reports that 99 percent of Somali women have suffered Type III genital mutilation. The health problems are so severe that even those who have a medical operation to help them recover from FGM will not regain what they have lost. What Stars Do When They Are Caught in Bad Behavior

Television star Billy Bush is the latest well-known person to lose his job after reports of bad behavior. The American television network, NBC, announced last week that Bush was leaving its popular morning show, “Today.” NBC acted after the release of a 2005 recording of a lewd discussion between him and presidential candidate Donald Trump. In it, the two spoke in an offensive way about women and took the issue of sexual assault lightly. The video became public before the second presidential debate between Trump and Hillary Clinton. Mark Feldstein heads the Broadcast Journalism Department at the University of Maryland. Feldstein said a television network cannot remain profitable if it keeps Bush on TV following release of remarks that angered many people. “Because the incident has become so infamous, Bush will never again be able to command the kind of huge television audience he once held on NBC,” Feldstein said. Bush joins a long list of famous people who lost jobs after bad behavior became public. In 2011, for example, Congressman Anthony Weiner resigned after it was reported he had used social media to send revealing photos of himself to women. Why Some Recover from Bad Behavior Robert Thompson is founding director of the Bleier Center for Television and Popular Culture at Syracuse University. He said there are many reasons why some people can recover from bad behavior and others never do. Some of it comes down to how bad the behavior was, he said. But some of the public response is affected by how those shown to have done bad things respond. One test is how honest they appear when apologizing. Another factor is how much people value what the celebrity did, Thompson said. Thompson notes that people generally disapprove of the behavior of movie directors Woody Allen and Roman Polanski. Allen married his adopted daughter. Polanski was charged with sexual abuse with a 13-year-old girl in 1977. But millions of people continue to watch their movies. “Some of it comes down to how good they are at what they do,” Thompson said. “A lot of people feel they make very good movies.” However, 79-year-old Bill Cosby probably will never recover his reputation, Thompson said. Cosby has been a successful American actor, comedian and writer. But more than 20 women have accused Cosby with sexual assault over 10 years ago. He denies the charges. But Thompson said there are so many charges that it will be difficult for Cosby. He will probably never win back millions of fans who watched his movies, television shows and attended his comedy shows. Thompson provides a different example. There was a television star who was able to keep his job and fans after admitting embarrassing behavior. In 2009, David Letterman spoke directly to the audience of his popular late-night television show. He explained that he had gone to the police and law enforcement about a person who demanded $2 million. In return for the money, the person promised not to tell the public about Letterman’s affairs with women staffers at his show. The charges were true, he said. “I had to tell them all the creepy things I had done,” Letterman said. Letterman was so honest, Thompson said, that admitting the affairs had little effect on his successful television career. His Job Is to Help People Accused of Bad Behavior Eric Schiffer is chairman of Reputation Management Consultants in Los Angeles, California. He helps people in business and entertainment who face fallout from bad behavior. Schiffer said he would recommend that Billy Bush not make appearances over the coming months. At some point, he said, it would be good if he gave an interview in which he goes further to express regret than he did in his written apology. It might also help if Bush does some volunteer work. Schiffer said a good choice might be a group that helps women. Schiffer said one thing Bush might also consider is appearing on the American TV show, “Dancing with the Stars.” It is a popular dance competition show. The show has featured guests who were dealing with bad news stories. Among the most recent to appear was U.S. Olympic swimmer Ryan Lochte. Lochte was suspended for 10 months from swimming competitions after police say he made up a story of being robbed at the 2016 Rio Summer Olympics. Schiffer said the show permits dancers to show more of their human and fun side. I’m Bruce Alpert.   Bruce Alpert reported this story for VOA Learning English. Mario Ritter was the editor. Drones Helping to Save Lives in Rwanda and Madagascar

Drone aircraft are now being used to transport blood, medicine and supplies in southern Africa.   Zipline International recently began flying its drones to remote medical centers across Rwanda. The Rwandan government signed a deal to cooperate with the company Zipline. Zipline is based in the United States. The American shipping company United Parcel Service is providing money and operational support for the project. Another partner is Gavi, the Vaccine Alliance. The organization, launched by the Bill & Melinda Gates Foundation, provides vaccines to the world’s poorest countries. Rwandan officials say that deliveries of blood and medicine by truck take at least four hours, even under the best conditions. With drones, the trip can be completed in as little as 15 minutes. The World Health Organization (WHO) says Africa has the world’s highest rate of pregnancy deaths resulting from bleeding. This makes the availability of blood and transfusions very important for women across the continent, it says. The process begins with a doctor requesting blood or medicine by telephone or a text message. Someone then puts the supplies into a special box, which is loaded onto a drone.  The drone is then launched and flies by itself to the medical center. The supplies are dropped from the air and float to the ground in a parachute. Zipline says its drones can complete hundreds of deliveries per day. Another American company has completed drone flights in Madagascar, along Africa’s eastern coast. The company, Vayu, is flying blood and laboratory materials from rural villages to a research station for testing. The program receives financial support from Madagascar’s government and the United States Agency for International Development (USAID). The research station is a project of the U.S.-based Stony Brook University, in Stony Brook, New York. University officials say the drones help doctors speed up the identification of disease in patients and make quick deliveries of vaccines.   I’m Jonathan Evans. Cubs and Indians Reach Baseball’s World Series

This is What's Trending Today... Major League Baseball’s World Series begins Tuesday night. The Chicago Cubs and Cleveland Indians will play Game One of the series in Cleveland, Ohio. It has been more than 60 years since either team won the championship of North American baseball. Chicago Cubs fans have been celebrating since Chicago defeated the Los Angeles Dodgers Saturday night to win the National League. It is the first World Series berth for the Cubs since 1945. The last time Chicago won the World Series was in 1908. Last Wednesday, the Cleveland Indians defeated the Toronto Blue Jays to win the American League championship. It is Cleveland’s first American League title since 1997. The last time the Indians won the World Series was in 1948. The good news for baseball fans? One side has to win. One famous Cubs fan is presidential candidate Hillary Clinton. She grew up in a community about 20 kilometers northwest of Chicago. Clinton’s campaign posted a photograph of her receiving the news of the team’s victory while on an airplane Saturday night. The photo was shared over 5,000 times. A video showing the last two outs of the final playoff game and the team’s celebration has been played over 7 million times on Facebook. People in both Chicago and Cleveland are well known for supporting their teams, even when they have losing records. As recently as 2012, each team lost many more games than it won. To win the World Series, one team must win four games. The first two games are in Cleveland. The average ticket price for the first one is over $3,000. Game 3 is to be played in Chicago Friday night. Some seats for that game will cost $6,000 or more. A story from the Chicago Tribune newspaper said this World Series may be the most costly sporting event in recent history. Major League Baseball is busy publicizing the 2016 World Series. Its Twitter account called the upcoming games “a matchup for the ages.” And that’s What’s Trending Today. I’m Dan Friedell. Large Creature Swam the Seas 170 Million Years Ago

Scientists in Scotland are using modern technology to examine the bones of a large sea creature that lived 170 million years ago. First found 50 years ago in Scotland’s Isle of Skye, the bones of the sea monster were trapped in hard rock — until recently. Thanks to technology, scientists are finally able to separate the bones from the rock. What they discovered was a reptile that lived in the oceans at the time of the dinosaurs. Until now, this creature was unknown to researchers. Reptiles are cold-blooded animals. They produce eggs and have hard, flat scales covering the outside of the body. Examples of modern reptiles are snakes, turtles and alligators. The scientists in Scotland are excited to see that the skeleton of the ancient reptile is almost complete. Stephen Brusatte is a paleontologist with the University of Edinburgh. He studies fossilized bones of ancient animals and plants. Now he is studying the sea monster’s fossils. “There’s over 100 bones there, so a whole bunch of the skeleton, and now we get to get down to the fun business of actually studying it, figuring out what it is.” This is what the scientists already know: the sea monster was more than 4 meters long. They say it was from a class of ancient sea creatures called ichthyosaurs. Ichthyosaurs looked something like modern dolphins. They could swim fast. The ancient reptile fed on fish and other sea life with its hundreds of cone-shaped teeth. The scientists hope that studying the bones will give them a better understanding about the reptile’s ecosystem. The sea monster lived during Earth’s Middle Jurassic period. It lasted from about 160 million to 180 million years ago. Only a few fossils have been discovered from that time, Brusatte explains, which makes this sea monster a great find. “It’s one of the only good skeletons of one of these ocean reptiles from the middle part of the Jurassic Period. This was a time that was a really interesting moment in evolution. You had all kinds of new groups of dinosaurs and ocean reptiles getting their start, starting to spread around the world.” The sea monster, like other ichthyosaurs, died out 95 million years ago. That is about 30 million years before the dinosaurs disappeared from the planet. Paleontologist Brusatte says changes in their watery environment means the monster did not die out suddenly, but slowly disappeared. “It looks like it was changes in the oceans, in the chemistry and in the ecology of the oceans, and so you had a long-term winnowing away of these ichthyosaurs as they became less and less common, less and less diverse, until they trickled away to extinction. And then that is when groups like sharks and, ultimately, whales and dolphins moved on in.” Sea monsters have been at the center of many stories people have told throughout history. In modern times, people tell the story of the Loch Ness Monster in Scotland. It has been described as large in size, with a long neck and one or more areas of skin rising out of the water. But no one has ever proved it really exists. The sea monster being studied in Scotland does not come from someone’s imagination, but in fact, once lived in the water until it died and its bones became trapped in rock. In the future, its skeleton will be made available for people to see. I’m Anne Ball.   This story was written by Deborah Block for VOA News. Anne Ball adapted it for Learning English.
